DNA: Did we have a Solid Waste Management Program?

I have reviewed a document that speaks to a Solid Waste Management Program where the Government of the Bahamas supposedly borrowed 33.5 million dollars from the International Development Bank. The objective of the program was to support the Government of the Bahamas to improve solid waste management services for New Providence and the Family Islands. It is stated in the document that the improved systems will aim to be efficient, financially sustainable, protect the environment and the standard of public health in the Commonwealth of the Bahamas. It is difficult to verify the date of this document but it would seem that it relates to the 1990s.

Can the Government, and in particular, the Ministry of Environment verify the authenticity of this proposed program?
