DNA Releases White Paper on Public Service Reform

It is without question that a fully functioning, organized, progressive and rewarding career should be afforded to every citizen of The Commonwealth of The Bahamas. This most certainly includes persons that are employed with the Public Service, because their efforts on behalf of the majority of us as citizens is vital to our country’s growth, stability and national wellbeing.

We in the DNA wish to first and foremost say thank you to the hard-working people that make up the Public Service, inclusive of contractual workers, permanent and pensionable workers and contractors that do work for our country in large and substantial ways. Without your dedication and hard-work, our existence in this country we call The Commonwealth of The Bahamas would be problematic, to say the very least.

It is with this in mind that we in the DNA proceed vigorously with regard to ensuring your work, your livelihood and your efforts being done on our behalf as citizens, are in fact being done in the most comfortable, efficient, reasoned, well planned, safe and least intrusive manner that it possible can. As policy makers and government in waiting, we owe you our best efforts in ensuring that you see and feel our best efforts. Most clearly, a DNA government seeks to assist you with assisting this country become the great little nation it has all of the potential of becoming.

With the foregoing as our emphasis, the DNA has embarked on consultative research with regard to identifying the challenges in the Public Service, finding solutions that we find reasonable and are now at a point in sharing that information with you on what we plan to do when we become The Government of The Bahamas. The details of this consultative research is outlined in a DNA crafted White-Paper, entitled: The Programme for Public Services Re-Assurance, which we have provided hard-copies for to the media and to the public electronically on our website and our DNA App which can be downloaded to your phone or tablet.

This White Paper was done by a team of concerned citizens within the DNA that made up the DNA’s Public Service Committee. By and large we have received, and do appreciate, the feedback thus far post dissemination to the DNA’s wider Central Congress and party membership. As a result of all of this we are pleased to present our final draft to the general public for further review, discussion, input and acceptance on the way forward in how we will govern this country.

The Programme for Public Services Re-Assurance goes into familiar detail of the problems that hamper Public Service performance, problems that lower the morale of the agencies, issues that cause for a lack of mistrust between vendors and public servants alike and issues that can be described as unenlightening and going against the advancement of all of our people.

Within these litany of challenges, the DNA addresses and provides solutions for several key areas that we understand as pivotal to changing the way we do business, the atmosphere in the Public Service and boost the efficiency and overall morale of the Public Service to a significant degree.

Within the contents of The Programme for Public Services Re-Assurance we have identified and remedies issues as it relates to:

1. The functioning of The Public Service Commission;

2. Addressing a strong revision of the General Orders;

3. Boosting Productivity, tracking and promoting Top-Performers;

4. Revisiting and revising the Compensation Structure;

5. Increasing facilities for Professional Hurt Counselling;

6. Enhancing the Public Sector/Private Sector interface; and

7. Increased focus on Training and Development.

These several core planks are critical to advancing the cause for a better, more efficient and productive Public Service. One that is sensitive to the needs of the people that work for us, but also for the people that have to do business with the Public Service for their business.

More importantly, several residual efforts will be addressed in this exercise once becoming the government, inclusive of more transparency in the hiring and administrative process; clearer guidelines of engagement for contractors and the general public; clear pathways forward for promotion of contractual workers to become pensionable civil servants; the sensitive and considerate handling of persons dealing with career setbacks; and employee attrition management.

The DNA is firmly committed to the ideals of building a more ordered and functioning society. We believe very firmly that we are on the right path to achieving our goals of governing effectively, from day one, in a prudent and substantial way that will be unrivalled in the modern post-Sir Lynden era.

To this end, we emphatically invite members of the general public to have a chance to review and discuss the contents within our Programme for Public Services Re-Assurance White-Paper and provide feedback where necessary so we may advance the cause for a better, more prosperous and enlightened society.
