The 1st Annual Conference of COPOLAD II, the Cooperation Programme on Drugs Policies between Latin America and the Caribbean and the European Union was convened at The Hague, the Netherlands from 13 - 15 June, 2016.  The conference was designed as a forum to facilitate the exchange of experiences on evidence- based drug policies, with a view to addressing the global drug problem and identifying best practices that exist in the two regions.

COPOLAD II, launched in March 2016 in Brussels, was extended in January 2016 to include the countries of the Caribbean.  The objectives of COPOLAD include strengthening the capacities of competent drug authorities, through the establishment of national drugs observatories, to deal with drug demand and supply reduction, while promoting human rights, with due regard to gender-related dimensions.  The conference underscored the need to review approaches to the drug issue and to include public health and citizen well-being components.

The COPOLAD conference was immediately followed by the XVIII EU-CELAC High-Level Meeting of the European Union (EU) and Latin America and the Caribbean (CELAC) Coordination and Cooperation Mechanism on Drugs, hosted by the Government of the Netherlands from 16-17 June.

This High Level Meeting emphasized the need for a balanced and comprehensive approach to address the World Drug Problem in a manner complementary to the outcome of the 2016 United Nations General Assembly Special Session on Drugs, held in April.  The Bahamas drew attention to the recent launch of its Citizen Security and Justice Programme to treat, rehabilitate and reintegrate drug offenders as well as to ongoing initiatives to target at-risk youth in school settings.

The Bahamas was represented at the meetings by H. E. Rhoda M. Jackson, Ambassador to the United Nations Office in Geneva and Dr. Chaswell Hanna, Assistant Superintendent of Police, Director, National Anti-Drug Secretariat.
