NEMA to host the 9th Caribbean Conference on Comprehensive Disaster Management

NASSAU, The Bahamas - The Caribbean Disaster Emergency Management Agency (CDEMA) is pleased to announce the staging of the 9th Caribbean Conference on Comprehensive Disaster Management, which is being held at the Melia Nassau Beach Resort, Bahamas from November 30th – December 4th, 2015.

CDM 9 will be convened under the theme: "The Road to Resilience: Checkpoint 2015”.

Captain Stephen Russell, Director of the National Emergency Management Agency, says “The Bahamas, through NEMA, is pleased to host the high level conference as Participating States -Dominica and The Bahamas - continue to rebuild livelihoods following the destructive Tropical Storm Erika and the category four Hurricane Joaquin, respectively.

The conference will facilitate discussions on how the region can move to become more resilient in the face of being most vulnerable to climate change.

The opening ceremony takes place Monday, December 30 in the Independence Ballroom B, and will be addressed by Captain Stephen Russell, Director, National Emergency Management Agency, NEMA, Bahamas; Mr Anthony Robert, Delegation of the European Union to the Eastern Caribbean Countries, OECS and CARICOM/CARIFORUM; the Hon Adriel Brathwaite, QC, and Chairman of the CDEMA Council; Mr Ronald Jackson, Executive Director, CDEMA; Most Hon  P J Patterson; the Hon Arnold Forbes, Minister of State in the Ministry of Works and Urban Development, Bahamas.

On the Thursday, The Hon Philip Davis, Deputy Prime Minister and Minister of Public Works and Urban Development will chair a high level session; an objective would be to examine lessons in Disaster Risk Management (DRM) investment emerging from hazard impacts/experiences. An Awards and Gala Dinner will also be held Thursday evening.

According CDEMA, 2015 will be an exciting year for the conference. “As the theme suggests, this forum will be our first checkpoint for reporting on the progress made after two years of the implementation of the 2014-2024 Caribbean Comprehensive Disaster Management Strategy as we aspire towards the desired future state of regional resilience. Consequently, a number of new initiatives will be unveiled.”

These include the Monitoring, Evaluation and Reporting (MER) Framework for the CDM Strategy 2014-2024 and the baseline study. Together, these tools will provide decision-makers with information related to progress, gaps and lesson learnt in the implementation of CDM. The conference will also create a space for reflection on the progress of CDM over the last 10 years.

CONFERENCE OBJECTIVES

1. To review the progress of CDM in the region over the last two (2) iterations of the CDM Strategy

2. To share the Monitoring, Evaluation and Review Framework for the CDM Strategy

3. To highlight CDM Actions being undertaken in the context of the four outcomes (Institutional Strengthening, Knowledge Management, Sector Mainstreaming and Community Resilience) and identify priority actions to be undertaken

4. To facilitate knowledge exchanges on pathways to resilience

Topics at this year’s conference will examine key areas including: institutional strengthening, managing knowledge for resilience, mainstreaming of CDM at the sector level, gender mainstreaming in CDM and the status of regional building codes.
