Bahamas Public Service HR Managers Train in Industrial Relations

NASSAU, The Bahamas - Human Resources Managers within the Public Service are being trained to have a better understanding of the collective bargaining process and industrial agreements between the union and Government.

The Minister of Labour and National Insurance and the Public Service the Hon. Shane Gibson at a recent Workshop on the Industrial Agreement between the Bahamas Public Service Union and the Government of The Bahamas urged HR officers and managers to take advantage of every opportunity to expand their knowledge base.

The workshop held Friday, August 8, 2014 marked the beginning of a series of training initiatives aimed at heightening the awareness of Human Resources managers and officers to the importance of understanding the collective bargaining process and collective bargaining agreements within the Public Service.

While the primary focus was centered upon the collective bargaining agreement, which was recently signed and registered between the Government of The Bahamas and the Bahamas Public Service Union, Mr. Gibson reminded the officers that there are several such agreements in existence, which are being negotiated.

“The Public Service as we knew it has changed and continues to change and with change comes new manifestations and new realities,” he said.

Although Human Resources officers have traditionally focused their attention primarily on General Orders, the Public Service Act and the policies, rules and regulations of the Public Service, there is a growing need for today’s practitioners be familiar with the Acts which impact the workforce.

Those laws are: The Employment Act, the Industrial Relations Act, the Health and Safety at work Act, the Minimum Wages Act, The National Insurance Act and the Constitution of The Bahamas.

In this vein, Mr. Gibson encouraged the HR Officers to take advantage of every opportunity to expand their knowledge base, which increases their ability to adapt to inevitable changes.

He reminded them that the Public Service is wide and varied and that some of them might find themselves one day seconded and working for a Quasi Government office where General Orders and the rules of the Public Service may not necessarily apply but chances are collective agreements are in place. Such places are the Bahamas Electricity Corporation, Water and Sewerage Corporation, the National Insurance Board.

Mr. Gibson commended the “excellent” team headed by Permanent Secretary Elizabeth Keju, and labour consultants who worked to make the agreements possible.
