Thomas Evans QC and Elliot Lockhart to Act as Justices of Supreme Court

His Excellency, The Governor-General, has, on the advice of the Judicial and Legal Service Commission, appointed Mr. Thomas Evans Q C and Mr. Elliot Lockhart to act as Justices of the Supreme Court.
Mr. Lockhart will serve for six months with effect from 1 April 2008 and Mr. Evans will serve for nine months with effect 1 October. They will both be assigned to the Criminal Division of the Court's business.
Mr. Lockhart is the Senior Partner in the firm of Lockhart and Munroe. Born in 1955 at Duncan Town, Ragged Island, he was admitted to the Bar in August of 1978, having qualified by serving articles of clerkship after graduating from Robinson Road Secondary School in Nassau and the Ragged Island Public School.
A former member of Parliament for the Exuma Constituency, Chairman of Nassau Flight Services and Chairman of the Gaming Board of the Bahamas, Mr. Lockhart has, since 1990 served, served as counsel of the Disciplinary Tribunal of The Bahamas Bar Association. In his spare time, he pursues boating, fishing and auto mechanics and is an Executive Member of the Antique Auto Club of The Bahamas.
Mr. Evans is the Senior Partner of Evans & Co. He was born in 1947, at Nichols Town Andros and received his Primary and Secondary education at the All Age School at Nichols Town. He read Law at the University of the West Indies in Barbados where he obtained an LL.B with 2nd Class Honours (Upper Division) and was awarded the Legal Education Certificate of the Council of Legal Education on the completion of studies at the Norman Manley Law School in Jamaica. He was admitted to the Utter Bar in October of 1976 and to the Inner Bar in July 1996.
Mr. Evans has previously served as an Acting Justice of the Supreme Court: from September to December 1989, July to November 1996 and February to April 1998. He has also served as Stipendiary &Circuit Magistrate and Crown Counsel in the Attorney General's Office. He was a Member of the Firm of Christie Ingraham & Co. from 1980 to 1986. He also served as Treasurer of The Bahamas Bar Association and Chairman of the Ethics Committee of The Bar, Lecturer and Examiner for The Bahamas Bar Examinations. He is a former Director of the Central Bank of The Bahamas, Chairman of the Industrial Relations Arbitration Tribunal. He is a former member of the Judicial and Legal Service Commission and Associate Tutor in the Law of Evidence at The Eugene Dupuch Law School.
Mr. Evans is married to the former Carolyn Vogt, who serves as a Stipendiary and Circuit Magistrate, and is the father of five. He is an active member of the Anglican Parish Church of St Matthews where he is a Vestryman and member of The Social Out Reach Committee, The finance Committee, The Parish Planning Committee and Chairman of the Stewardship Committee.
