Work Done to Strengthen Institutional Capacity of Bahamas Bureau of Standards and Quality

NASSAU, The Bahamas -- The Bahamas Bureau of Standards and Quality (BBSQ) currently hosts two international and regional consultancies, September 28 to October 2: one for the purpose of redrafting the legislation to comply with World Trade Organization Technical Barriers to Trade (WTO TBT) Agreement and international best practices; and the other is to finalize the three-year (2016-2018) Strategic Plan for the BBSQ.  Both consultancies are focused on strengthening the institutional capacity of the BBSQ.

The visiting consultants were welcomed by the Minister of Financial Services, the Hon. C.V. Hope Strachan; Permanent Secretary David Davis; Ministry Consultant Hillary Deveaux; Project Manager Sandira Hall; and Director of the BBSQ Dr. Renae Ferguson-Bufford.

Minister Strachan expressed her gratitude to the team for the assistance they are providing to the BBSQ, and while noting the demanding task ahead she had high praises for the work already done by the BBSQ.

Minister also noted that the development of the BBSQ and these two projects are strategically aligned to the Government’s mandate. This mandate speaks to the creation of an enabling infrastructure that supports the economic development and growth of The Bahamas. Minister also recognized that these iniatitives will meet international standards while reducing technical barriers to trade.

Tira Greene, Attorney-at-law, is a specialist in legal reform and drafting in Developing Countries and she has successfully worked on several international projects, particularly in the fields of Intellectual Property, E-commerce and Telecommunications.  Ms. Greene has extensive experience working with international organizations, the multilateral, international law firms, governments and the private sector. She is presently working with the BBSQ towards finalising the proposed changes to the Standards Act, the Consumer Protection Act, and the Weights and Measures Act to ensure compliance with international best practices and the WTO’s Technical Barriers to Trade (TBT)  Agreement.

Dr. Joseph Ishmael Khan is a management consultant who has worked with numerous international development partners and regional institutions developing and supporting institutional strengthening through the development of strategic plans and project implementation strategies. Dr. Khan serves in the capacity of project management consultant with the Inter-American Development Bank; director and chairman of a state-owned Enterprise in Trinidad and Tobago, senior lecturer/consultant with the Arthur Lok Jack Graduate School of Business and lecturer with the University of the West Indies, St. Augustine. Dr. Khan is currently working with stakeholders to delineate the three-year Strategic Plan for the BBSQ.

David Tomlinson, Technical Officer for Metrology at the CARICOM Regional Organisation for Standards and Quality (CROSQ) is a regional specialist in metrology (measurement science) and has been a key technical resource in the development on the BBSQ. Mr. Tomlinson will be supporting Ms. Greene and Dr. Khan with his in-depth knowledge of the quality needs of The Bahamas, as well as providing training to the newly-hired metrology staff of the BBSQ.
