On July 10th and 11th 2018, the Follow-up Mechanism to the Belém do Pará Convention (MESECVI) and UN Women organized the second external consultation of experts on femicide/feminicide in Port of Spain, Trinidad and Tobago. The objective of the meeting was to advance the consolidation of the draft "Comprehensive Model Law to prevent, punish, and eradicate violent deaths of women based on their gender (Femicide/Feminicide)" that is being prepared by the Committee of Experts of the MESECVI. Femicide is the most extreme and irreversible expression of violence and discrimination against women, radically opposing all rights and guarantees established in international and national human rights law. Faced with the seriousness of the situation, the MESECVI, with the collaboration of UN Women, seeks to develop a tool that will serve as a contribution or basis to create or update legislation to combat this scourge in the region. The meeting was attended by experts in the field, among whom are: Margarette May Maculay, President of the Inter-American Commission on Human Rights; Sylvia Mesa, President of the Committee of Experts of the MESECVI; Luz Patricia Mejía Guerrero, Technical Secretary of the MESECVI; Lara Blanco, Deputy Regional Director of UN Women for the Americas and the Caribbean; and representatives of the Committee of Experts of the MESECVI in the Caribbean, among other experts. The first of these consultations was held on October 25th and 26th 2017 in Panama City and addressed the main elements proposed in the draft model law with a view to enriching the document with the contributions of academics, litigants and specialists in the field. The draft was then discussed during the XIV Meeting of the Committee of Experts of the MESECVI, held in November 2017 in Panama City. Similarly, the progress of this second external consultation will be debated at the XV Meeting of the Committee of Experts of the MESECVI, which will be held in Washington DC in October 2018. The Committee of Experts is the technical body of the MESECVI responsible for the analysis and evaluation of the implementation process of the Belém do Pará Convention. It is composed of independent experts, appointed by each of the States Party from among its nationals, who exercise their functions in a personal capacity.
