Appointments of Royal Bahamas Police Force Assistant Commissioners of Police

MR. ELLISON
EDROY GREENSLADE QPM, MBA
COMMISSIONER
OF POLICE
Mr. Ellison Edroy Greenslade
was appointed to serve as Acting Commissioner of Police on December
3, 2009 succeeding the retirement of Mr. Reginald Ferguson, whom served
as Acting Commissioner of Police since November 21, 2007 and was appointed
as Commissioner of Police on March 16, 2009.
Acting Commissioner Greenslade
formerly served as Assistant Deputy Commissioner from July 2000 for
seven years in charge of the Northern Bahamas, which included Grand
Bahama, Abaco, Bimini and the Berry Islands.
Ellison Greenslade was born
in New Providence on May 24, 1961. He received his early education
at a number of primary schools at Cedar Harbour, Abaco; Lovely Bay,
Acklins; Knowles, Cat Island and Stephen Dillet Primary, Nassau.
Later, he continued his secondary education at S.C. McPherson Junior
High and Government High School.
Upon completing his studies
at Government High School in 1978, Mr. Greenslade enrolled at the Police
College and graduated with Baton of Honour in 1979 as the most distinguished
in his squad. He continued his studies on a part time basis
and obtained an Associates of Arts Degree in Management from The College
of The Bahamas. Additionally, he obtained a Postgraduate Certificate
in 1997 in Criminal Justice and Police Management from the University
of Leicester, United Kingdom and a Masters Degree in Business Administration
from the University of Miami in December 1997.
He has attended numerous local
and international training courses including, VIP Security Course at
the Police Training College, Nassau; Civil Aviation Security Seminar,
Miami, Florida; Senior Police Administration (SPAC-RCMP), Canada, 1994;
International Commanders Programme (ICP), Bramshill UK, 2005; Crisis
(Hijack) Management Seminar, Miami, Florida.
In March 2007, he was promoted
to the rank of Senior Assistant Commissioner of Police and was transferred
to Nassau where he assumed the portfolio for Crime, Information Technology
and Communications.
During his tenure as Assistant
Deputy Commissioner in the Northern Bahamas, he received national acclaim
for his leadership role during the investigations into the mysterious
disappearance of five young boys and search and rescue operations in
the aftermath of Hurricane Francis (2004), Jeanne (2004) and Wilma (2005).
In addition, he pioneered the
introduction and implementation of information technology, designing
a Bahamian COMPSTAT and managing the CDR review. Commissioner
Greenslade is also a founding member of the Research and Planning Unit
and the Computer Centre of the Royal Bahamas Police Force.
Commissioner Greenslade received
several honours throughout his career including the Queen’s Police
Medal (QPM) for distinguished police service and the Prime Minister’s
Above and Beyond Award from the Rt. Hon. Hubert Ingraham.
He was also the recipient of the Police Force’s medals for meritorious
service, long service and good conduct.
Acting Commissioner of Police
Greenslade has membership in a number of international organizations
including the International Association of Chiefs of Police (IACP),
the National Organization of Black Law Enforcement Officials (NOBLE)
and the IACP Communications and Technology Committee.
Mr. Greenslade worships at
Holy Cross Anglican Church. He is married to Kimberly Greenslade,
nee Morley and the couple has three children.

MARVIN DAMES
DEPUTY COMMISSIONER
OF POLICE
Mr. Marvin Dames was appointed to serve
as Deputy Commissioner of Police on January 4, 2010 succeeding retired
Deputy Commissioner John Sidney Rolle, who acted as Deputy Commissioner
from 2000, and was confirmed as Deputy Commissioner in 2001.
Deputy Commissioner Marvin Dames formerly
served as Senior Assistant Commissioner of Police from 2007 until Dec.
3, 2009, in-charge of Uniform and Operations as well as Border and Port
Security. He replaced Ellision Greenslade in January 11, 2009
as Senior Assistant Commissioner of the Northern Bahamas.
Mr. Dames was born in Nassau on November
15, 1964. He received his early education at Palmdale Primary
and D.W. Davis Junior High School. Upon completion of his secondary
education from Government High School in 1982, Dames enrolled at Ohio
State University in Columbus, Ohio and obtained a Bachelors of Arts
Degree in Criminology in 1987.
Later, Dames enlisted at the Police College
and graduated in 1988 as a Recruit Training Officer. Believing
strongly in educational advancement, Mr. Dames obtained a Graduate Degree
in 1994 from the Federal Bureau Investigation Academy 176th
Session in Law Enforcement Management in Quantico, Virginia. Soon
after, he obtained a post Graduate Certificate in Police Management
from University of Virginia. In 1996, he obtained a Post Graduate
Certificate in Criminal Justice from University of Leicester, United
Kingdom.
Before his advancement to Senior Assistant
Commissioner he served as Officer-in-Charge of the Central Detective
Unit from 1998 to 2007. In addition, he served as Officer-in-Charge
of the Drug Enforcement Unit from 1995 to 1998.
He has attended numerous international
and local training courses namely a Regional Drug Seminar in Aruba in
1997; an International Drug Enforcement Conference in Costa Rico in
1998; the Royal Canadian Mounted Police- Drug Seminar held in 1996 in
Ottawa, Canada; a Senior Command Course in 1996 at Police Staff College
in Bramshill, United Kingdom; and the United Nations Conference on the
Trafficking of Firearms held in New York in 2001.
Deputy Commissioner Dames also served
as a editor of the Police Practice and Research (PPR): International
Police Journal 2009; Chaired the Caribbean Region of International Drug
Enforcement Conference in 1998; served as a selected lecturer in 1997
at the Regional Drug Training School in Spanish Town, Jamaica and as
a guest lecturer in 1998 at the Law Enforcement Technology Centre in
Coral Spring, Florida.
Mr. Dames is a recipient of numerous
International and national awards including: the Administrator’s Award
which was the highest award granted from the U.S. Drug Enforcement Administration
in 1998 in Washington, D.C. The Royal Bahamas Police Force (RBPF)
Long Service Medal in 2009 and Meritorious Service Medal in 2001.
He has also published many articles within
the Royal Bahamas Police Force Magazine including “148 Years of Service;
A month dedicated to the Bahamian people”; “Neighbourhood Policing”
and “Community Policing.” Additionally, he has published a
report on “Consultative Committee on National Youth Development.”
Deputy Commissioner Dames is married
to the former Stacey Cumberbatch and the couple has one son Joshua Dames.
He worships at St. Paul’s Catholic Church, Western District.
His hobbies include jogging and reading current affairs.

QUINN WILLIAM MCCARTNEY
SENIOR ASSISTANT COMMISSIONER
Mr. Quinn William McCartney was appointed
Senior Assistant Commissioner on December 3, 2009 succeeding Mr. Marvin
Dames, who served as Acting Commissioner of Police of the Northern Bahamas
before his promotion to Deputy Commissioner.
Senior Assistant Commissioner McCartney
formerly served as Assistant Commissioner replacing the retired Assistant
Commissioner Allan Delenore Gibson on January 12, 2009.
Quinn William McCartney was born in Nassau
on September 23rd, 1960. He was educated at Queen’s
College where he graduated in 1976. He enrolled at the College
of The Bahamas (COB) where he obtained an Associates of Arts Degree
in Chemistry and Biology in July 1978. Furthering his education
he graduated from McGill University in November 1982 with a Bachelor
of Science Degree in Chemistry. Later, he returned to complete
a Master of Science Degree in Forensic Science graduating in November
1987 from the University of Strathclyde, Scotland. He also holds
a Post Graduate Diploma in Police Management from the University of
Leicester, United Kingdom and a Level 7 Executive Diploma in Strategic
Management from the Chartered Management Institute, United Kingdom.
Mr. McCartney joined the Royal Bahamas
Police Force on January 1, 1983 as an Inspector. Under this portfolio
he served as Deputy Director of Forensic Science Section and Officer-in-Charge
of Serious Crime and Drug Section of Criminal Investigation Department.
On October 1, 1987, he was promoted to the rank of Assistant Superintendent.
He became Deputy Superintendent on July 1, 1994. He served as
Aide-de-Camp to former Governor-General Sir Orville Turnquest and again
as Deputy Director of Forensic Science Section. In December
1999, he was appointed to the rank of Superintendent and served as Deputy
Commandant of the Police Training College. In July 1, 2003, Mr.
McCartney was made Chief Superintendent of Police. Under this
portfolio he also served as Commandant of the Police Training College.
Senior Assistant Commissioner McCartney
participated in numerous development courses Internationally including
International Strategic Leadership Programme (ISLP) in Bramshill, England;
International Commanders Programme in Bramshill, England; United Nations
Fellowship Training Programme in Vienna, Austria; Forensic Chemist Seminar
in McClain, Virginia and Advance Training in Methods fro the Analysis
of Drugs of Abuse in Biological Specimens, Glasgow, Scotland.
Senior Assistant Commissioner McCartney
is the recipient of the Royal Bahamas Police Force’s Medal for Meritorious
Service and the Medal for Long Service and Good Conduct.
Mr. McCartney serves as the Chairman
of St. Anne’s School Board and Member of the Board of Director of
the Elizabeth Estates Children Homes.
A divorcee, Mr. McCartney was married
to the former Debbie nee Williams and the couple has 1 boy and 1 girl.
He worships at Holy Cross Anglican Church.
McCartney enjoys photography, working
with young people and reading.

The Cabinet
Office has advised that following upon the recommendation of the Prime
Minister, His Excellency the Governor General has appointed three new
Assistant Commissioners of Police: Mr. Glen Miller, Mr. John Ferguson
and Mr. Willard Cunningham.
This follows
upon the retirement of two Assistant Commissioners of Police, Mr. Raymond
Gibson (Crime) and Mr. Shannondor Evans (New Providence District) who
served on the Royal Bahamas Police Force for 40 years.
The new Assistant
Commissioners all previously served as Chief Superintendents of Police.
They join Mr. Hulan Hanna who was appointed Assistant Commissioner of
Police in 2008.
Newly-appointed
Assistant Commissioner Glenn Miller joined the Police Force in 1973.
He has worked in the uniform and plainclothes divisions, with 23 years
of experience in the crime division including with the Central Detective
Unit and the Drug Enforcement Unit.
Mr. Miller
has trained at the West Yorkshire Police Training College in the United
Kingdom and in the US with the FBI. He has received the Police
Meritorious Award and the Long Service and Good Conduct Award.
Assistant Commissioner
John Ferguson joined the Police Force in 1973 and has received training
in the US at the Federal Bureau of Investigations (FBI) Academy.
He has served
as Commanding Officer in the Berry Islands and Andros and in a number
of capacities in New Providence, including Firearms Investigations,
Criminal Investigations, Police Prosecutions and Complaints and Corruption.
Assistant Commissioner
Willard Cunningham joined the Police Force in 1971 and has worked in
several Family Island communities, most recently in Exuma. Before
this promotion he was Chief Superintendent for the Family Islands.
Mr. Cunningham
has completed a post-graduate certificate in criminal justice and police
management and attended the Senior Police Traffic Management Course
at the Jamaican Constabulary Staff College in Jamaica.
He was awarded
the Police Long Service and Good Conduct Award and the Meritorious Award,
and received the Queen’s Police Medal in 2008.
