Rahming at IADA Session

Washington D.C. - The 60th Regular Session of the Inter-American Drug Abuse Control Commission (CICAD) of the Organization of American States (OAS), was held from 2nd to 4th November, 2016, at the Atlantis Resort on Paradise Island.

The Session brought together Commissioners, Ambassadors and other high-ranking officials of OAS Member States, including representatives from civil society, to discuss the world drug problem.  Bringing remarks at the inauguration ceremony were Carmen Masias Claux, Executive President of the National Commission for Development and Life Without Drugs (DEVIDA) of Peru; Mr. Luis Almagro, Secretary General of the OAS; and the Hon. Bernard Nottage, Bahamas Minister of National Security. The Rt. Hon. Perry Christie, Prime Minister  of The Bahamas, delivered the key note address.

Representing The Bahamas Permanent Mission to the OAS in Washington, D.C., were H.E. Dr. Elliston Rahming, Permanent Representative of The Bahamas to the OAS and the United Nations, and Ms. Krissy Hanna, Alternate Representative.

Panels and presentations included dialogue on several pertinent topics which, inter alia included, multi-sectorial coordination and policies for regional professionalization of prevention and treatment service providers, cannabis policies, interventions for youth affected by alcohol and other drugs, civil society engagement and the basis of drug policy for sustainable development and criminal justice reform, the current state of the use of heroin, fentanyl and other opiods in the hemisphere, counter drug maritime cooperation, the Drug Market Intervention Programme and the Cooperation Programme on Drug Policies between Latin America, the Caribbean and the European Union (COPOLAD).

During the First Plenary Session, The Bahamas assumed the chairmanship of the Commission, succeeding that of Peru, for a one-year period. Notably, under The Bahamas’ chairmanship, the Commission adopted the Plan of Action 2016-2020 of the Hemispheric Drug Strategy, and the Nassau Commemorative Declaration in Recognition of the Thirtieth Anniversary of CICAD, crafted by the Permanent Mission of The Bahamas to the OAS in collaboration with the Executive Secretariat of CICAD and OAS Member States.

As part of its year-long chairmanship and leading role, The Bahamas will serve as Chair of the Commission for the 61st Regular Session and will work collaboratively with the Executive Secretariat of CICAD in shaping the meeting’s agenda and its focus. The Bahamas will also serve temporarily as Chair of the Commission for the beginning of the first plenary of the 62nd Regular Session, during which time it is anticipated that the current Vice Chair, Mexico, will assume the role of Chair.
