 The
XI Meeting of the Latin American and Caribbean Council of Civil
Registration, Identity and Vital Statistics (CLARCIEV), coordinated by
the Organization of American States (OAS) and the Civil Registry of the
Electoral Tribunal of Panama, brought together representatives of 16
countries leaders from Latin America and the Caribbean to discuss
progress in increasing registration in the region and successful
experiences in delivering better services of registration and
identification for all citizens.
The theme for the XI Meeting, managed by the Universal Civil
Identity Program in the Americas (PUICA) within the OAS, was:
“Identification in Regional Migration: A Latin American Challenge.” In
the keynote address and panel discussions, participants heard
presentations on migration trends in Latin America and the Caribbean as
well as the problems faced by migrants who do not possess identity
documents.
In the roundtable on “Current Challenges in Migration: The case of
the Northern Triangle” representatives from the Civil Registries of El
Salvador, Guatemala, Honduras and Mexico suggested proposals to identify
migrants, to link civil registries through the use of technology, to
consult and validate biographical information at a regional level, and
to promote campaigns that encourage registration and the building of
human capital in the civil registries. In this regard, a proposal was
made to carry out the agreements reached in the Inter- institutional
Letter of Understanding between Guatemala, El Salvador, Honduras and
Costa Rica, adapt internal rules for data validation, establish
coordination between registries, implement a platform for international
consultation, issue identity cards in English and facilitate the opening
of registry office in customs locations, among other proposals.
For his part, Steven Griner, representing the OAS as the Executive
Secretariat of CLARCIEV, informed participants about the work of the
OAS during the current year and highlighted the examples of “El
Salvador, Honduras and Paraguay, where 10 auxiliary civil registry
offices of Hospital Registration have opened in direct coordination with
the respective authorities. The commitment of all is to register all
births in the Americas.”
Moreover, Griner stressed that “in the framework of the Registry
Project in Border Areas between Peru, Ecuador, Paraguay and Bolivia,
PUICA developed and published the ‘Methodology for Registration and
Awareness Campaigns in border areas’ where the stages that should be
considered in the planning and execution of the project are laid out.
The purpose of this tool is to serve as a guide to all civil registry
institutions in the region that need to work with a low resource
populations that live in border areas.”
During the Assembly of the CLARCIEV Member States the report from
Peru as Chair was approved, as was that of PUICA/OAS as Executive
Secretariat. Also, in the Assembly the new President and 5 vice-
presidencies of the CLARCIEV were elected. The President for the period
of 2014 - 2016 will be Rudy Leonel Gallardo Rosales, Executive Director
of the National Registry of Persons (RENAP) in Guatemala, while Ecuador,
Mexico, Honduras, Paraguay and Bolivia will serve as the 5
vice-presidencies. It was also determined in the Assembly that the XII
Meeting of the Latin American and Caribbean Council of Civil
Registration, Identity and Vital Statistics will take place in Asuncion,
Paraguay.
