OAS Announces 2014 Scholarships for postgraduate studies in science and engineering in Mexico

The Organization of American States (OAS), together with the National Council for Science and Technology of Mexico (CONACYT) and the Mexican Agency for International Cooperation on Development (AMEXCID) today announced the 2014 CONACYT-OAS-AMEXCID Scholarship Program, for postgraduate studies in science and engineering in Mexico.

During a news conference at the Mexican Cultural Institute in Washington DC, convened to announce the scholarships, the Secretary General of the OAS, José Miguel Insulza, highlighted that the general policy of the Organization in terms of development “is to concentrate fundamentally on the training of human resources and institutional strengthening.” In this sense, the Secretary General stressed the importance of scholarships as a mechanism to promote learning and emphasize that “through scholarships for higher education, we can offer our citizens better and more sophisticated tools to address new global challenges and promote scientific and technological development in the Americas.”

The Secretary General recalled that the OAS has offered scholarships for more than half a century, and noted that last year the Organization offered a total of 1,803 grants benefiting the same number of candidates, in an effort that strengthened an initiative that benefits students who cannot finance their own studies. He said the Scholarship Program looks to promote “not only north-south cooperation,” but “also south-south cooperation.” “We are very enthusiastic about the possibility of growing the Scholarship Program,” added the OAS leader, noting that this kind of cooperation between the nations of the region represents “an very rich and important interchange for the member countries.”

The OAS leader thanked Mexico for its support to the program and in general for being “one of the OAS’s most important collaborators.” The Secretary General highlighted that the CONACYT-OAS-AMEXCID program began last year, and expressed his conviction that it would continue to grow.

For her part, the Adjunct Director for Postgraduate Studies and Scholarships of CONACYT, Dolores Sánchez Soler, said one of the purposes of the scholarships for 2014 is to “contribute to regional integration through the exchange and flow of students through all our countries.”

“We are working with our embassy in Washington and also with the OAS to have some strategies to increase enrollment by native English speakers,” said Adjunct Director Sánchez Soler, and added that “we are also working with the Minister of Education in Mexico to provide an immersion program for masters and doctoral programs not taught in English.”

The Permanent Representative of Mexico to the OAS, Emilio Rabasa, recalled that the President of his country, Enrique Peña Nieto has ratified “the commitment of his government to increasing investments in science and technology to 1% of gross domestic product.” Ambassador Rabasa called the program “an example of the collaboration between Mexico and the Organization of American States, and a clear demonstration of the will of my country to strengthen the links of cooperation in the Americas.”

The Director of the Department of Human Development, Education and Culture of the OAS, Marie Levens was present at the conference, as were the Director of the Department of Economic and Social Development of the OAS, Maryse Robert, and the Permanent Representatives of several OAS member states.
