The Secretary
General of the Organization of American States (OAS), José Miguel
Insulza, and the Minister of Foreign Affairs of Paraguay, Eladio
Loizaga, today signed an agreement for the celebration of the
Forty-Fourth Regular
Session of the General Assembly in Asunción from
June 3 to 5, 2014.
At the ceremony, held at OAS headquarters in Washington, DC, Secretary
General Insulza thanked the Government of Paraguay and President Horacio
Cartes for their generosity in offering their country as host and
organizer of the hemispheric annual meeting. He
recalled that the last time that Paraguay hosted the Assembly "was in
1990, almost a quarter of a century ago, when Paraguay had just returned
to democracy and the inter-American system celebrated one hundred years
of existence."
The Secretary General also mentioned that the Declaration of Asunción of
1990 “served to reaffirm that the ideals of peace, justice and
promotion of solidarity and cooperation, which had been present in 1890
when the states of the Americas constituted themselves
as a collective reality, were still valid."
The head of the hemispheric organization added that the Declaration of
1990 stated that “democracy, which we have chosen as a way of life and
as the basis for the ordering of our societies, must also inspire new
forms of relations in the international society."
In this regard, he noted that "the OAS has remained true to this
principle during the quarter century since that assembly and that, in
this context, important advances were achieved such as the
Inter-American Democratic Charter and the Declaration on Security
in the Americas."
The Secretary General concluded by affirming that "we are confident that
on this occasion, the experience of our General Assembly in Paraguay
will again serve to effectively guide our future path."
For his part, Minister Loizaga expressed the commitment and satisfaction
of his country in welcoming the foreign ministers of the Americas in
the OAS Assembly and said that "we are working to ensure conditions are
met to provide all the necessary requirements,
from a physical, technical and leadership standpoint, so that this
Assembly can make a significant contribution and mark a step forward in
our region."
The Paraguayan Foreign Minister added that "we are convinced that with
the support and collaboration of the OAS General Secretariat and its
significant experience in this type of events, we will have a successful
Assembly."
The signing ceremony was followed by a regular session of the OAS
Permanent Council during which the Minister of Foreign Affairs of
Paraguay presented to the member states the central theme of the
Assembly next June. Prior to the event, Secretary General Insulza
welcomed Minister Loizaga in a private meeting in his office at the
Organization’s headquarters.
