All attempts to date to refloat the grounded vessel, the M/T Formosa Falcon, have failed - three attempts in all. Based upon the amount of cargo on board the vessel and the depth of water, salvors have been unable to successfully refloat the vessel. Up to five tug vessels have been utilized in this operation dating back to 26th September, 2013.
The vessel representatives are now planning to lighter the ship of approximately 6,000 metric tons of the cargo stored on-board. An action plan for the proposed lightering operation will be submitted to the Ministry of Transport and Aviation and the Ministry of the Environment and Housing for approval. A Material Safety Data Sheet (MSDS) has been distributed to the authorities and is under review by the BEST Commission and the Department of Environment Health Services.
Representatives for the Formosa Falcon are presently seeking to identify a vessel that will accommodate the transfer of the cargo from the vessel. This will lighten the load on the Formosa Falcon and assist with the refloating efforts. Authorities have mandated the finding of a suitable vessel in a timely manner. Due diligence must however be exercised to ensure that effective action is taken utilizing international best practices
Safety precautions have been implemented by the Ministry of Transport and Aviation to ensure that the environment is protected whilst the vessel is aground. A Tug remains alongside the vessel and booms have been deployed. Additionally, the master of the vessel is also taking sounding of the tanks to ensure the structural integrity of the tanks. Senior port officers have been deployed to Freeport to assist in monitoring all activities associated with the refloating of the vessel. The National Oil Spill Advisory Committee convened today to discuss the issues including potential contingencies.
A representative from Bureau Veritas, a Classification Society, in addition to the owners are on the scene and have engaged the services of Class ABS to provide regular guidance on the stability position of the vessel and will generally provide professional guidance and advice on the structural integrity of the vessel.
Periodic updates will be provided as necessary. The protection of life and the preservation of the environment are the primary objectives.
