Rahming accelerated transformation of Her Majesty’s Prisons

NASSAU, Bahamas -- When Dr. Elliston Rahming was appointed Superintendent of the Prison in 2005, he took on the “arduous responsibility of accelerating the transformation of Her Majesty’s Prison, which has its history rooted in the retributive approach, to a new restorative justice philosophy,” Minister of National Security Dr. the Hon. Bernard Nottage said.

“This transformation was then and is now, critical as Her Majesty’s Prison is charged with the responsibility to reduce recidivism through the rehabilitation and reintegration of offenders,” the Minister said during the Handing Over Ceremony of the Office of Superintendent of Prison at Her Majesty’s Prisons, Thursday, April 11, 2013.

Dr. Nottage said the steady progress in the transformation initiative of the Prison has not always been easy as it represents a fundamental paradigm shift for its many stakeholders. “Yet, if the vision is to be achieved we have no choice but to press on.”

The National Security Minister said, “The Prison records will reflect that upon assuming the leadership role at Her Majesty’s Prison, Dr. Rahming sought immediately to raise the bar in correctional management.

He said in virtually every facet of the Prison there have been numerous noticeable and innovative improvements that can be attributed to Dr. Rahming’s enlightened style of leadership. “The improvements have served to uplift the Prison and make it a safe and respectable place to work and visit.”

Dr. Nottage also noted that Her Majesty’s Prison is now sought after as a place for employment.

“Dr. Rahming will undoubtedly go down in the history of the Prison as being a visionary and progressive leader at this institution.  The accomplishments during his tenure are extensive.  Some of the developments and programmes that can be directly attributed to him and his team are:

The creation of a Central Intake Facility and a standardised Inmate Classification system;

The creation of a Security Processing Centre with baggage and hand-held scanners;

The introduction of an ID system for staff, inmates and visitors;

The introduction of mandatory random drug testing among the inmates;

The introduction of shank proof vests for the officers;

Launch of the Staff Dependent Fund;

More than doubling of training opportunities for staff both locally and internationally;

Expansion of the Accounting, Computer, Public Affairs and Research Planning Units;

Completion of the Correctional Training Institute;

Expansion of the capacity of the Extra Mural Programme

Introduction of the Annual Jobs Fair for the inmates; and

Inauguration of Faith-based and Character Development Programme.

Dr. Nottage said as everything is only for a season, Dr. Rahming’s season at Her Majesty’s Prison has come to an end.

“He has accepted the call to represent The Bahamas abroad as Ambassador. We congratulate him on this new appointment and wish him the very best.

He added, “As he has a passion for correctional services I suspect that he will search out, embrace and share opportunities that will further propel the growth and development of Her Majesty’s Prison. From that perspective this institution is not losing his services.”

Long serving prison officer Patrick Wright is the new Superintendent (Acting) effective April 12, 2013.  He is the recipient of the Long Service and Good Conduct Awards for his outstanding service to the prison and achieved the position of Assistant Superintendent in March 2013.
