The Hon. Zhivargo Laing, MP & Minister of State for Finance and Public Service declared at the opening, “A city is never a city unless it is culturally rich, never quite the place that you can say is a wholesome place to live and to thrive in except that it has that cultural richness where the arts are thriving… and where culture is thriving and this effort that is being exerted now.” The minister further remarked about the artwork,  “these pieces can be mounted on walls on any spot on the globe and the lookers and the observers would have to say; there goes some talented artists.”
